And we believe that we have a path forward that would involve substantial economic countermeasures by both the Europeans and the United States that would impose significant and severe economic harm on the Russian economy, should they choose to proceed.". He was also asked if the United States would be prepared to engage Russia militarily. He did not commit to or deny such an eventuality. He was asked about the United States deploying additional forces to NATO allies in Eastern Europe in the event of a Russian incursion into Ukraine.
